The "Moorish Barracks" was built in August 1874 to accommodate a regiment of Indian soldiers appointed from Goa, Portuguese India.

Italian architect Cassuto created the building in a neo-classical design with Mughal influences. In 1905 it was turned into the headquarters of Macau Port Authority and now houses the headquarter of Marine and Water Bureau.
